Mike,
as his friends fondly call him, was born in Sta.
Maria, Ilocos Norte to a family of public servants.
Third in a
brood of four, Mike grew up in a closely-knit family
enriched by his parents’ love and affection. In
turn, he never failed to reciprocate his parents by
showing them too his love, fondness and obedience.
A General Law
practitioner since 1979, Mike finished his pre-law
degree in Bachelor of Arts in Political Science from
the University of the East Manila. He also served the
teaching profession in his stint as instructor of
Notre Dame of Dadiangas College, Southern Island
College and the Ramon Magsaysay Memorial Colleges.
Before his
ultimate journey in politics, Mike also learned the
rigors attached to a corporate world being the former
assistant Materials Manager of Carnation Philippines.
His union with
wife Fely Bollozos has been blessed with three
children, namely: Demosthenes, Julius, and Venus.
Mike Escobar’s
first taste of politics began in July 1988 when he ran
and won a board member seat, then later vice governor
of South Cotabato.
The creation of
Sarangani into an independent province in 1992 has
helped spice up his political career. During this
time, he served as undefeated vice governor of the
newly created province for three consecutive terms
(1992-2001).
A conscientious
performer of public service, Mike continues to shine
and inspire his constituents by showing them his
leadership through action in his day-to-day affairs of
governance.
Having
championed the cause of the less privileged people
since joining politics, Mike’s stature is, if
anything, greater than ever. Thus, in May 11, 2001 he
was elected by majority as the new governor of the
Province of Sarangani.
His deep
concern for the people is manifested by his
involvement in various civic activities having founded
in year 2000 the Rotary Club of Metro Sarangani by
which he serves as president. Mike is also the
president of Guardian Brotherhood, Inc., Sarangani
Chapter and a former Secretary and auxiliary Treasurer
of the Integrated Bar of the Philippines, General
Santos City and South Cotabato Chapter.
Governor
Escobar’s support of the delivery of social welfare
program in his province earned him the award as the
“Most Outstanding Governor of the Philippines for
2001.”
Mike also puts
greater impetus on sustainable management of
environment, believing it to be the foremost factor of
growth and development.
Escobar’s
development principle and vision for good governance
is directly translated in his 10-point agenda
(2002-2004), to wit:
- Empowerment
and development of women, children, and other
marginalized sectoral groups;
- Resettlement
and housing;
- Comprehensive
human resource development;
- Natural
resources management, productivity, and
sustainability;
- Revenue
generation and mobilization;
- Development
of investment opportunities;
- Comprehensive
development communication and advocacy;
- LGU-Civil
Society partnership for development;
- Adequate
environment-friendly infrastructure support
facilities; and
- Poverty
alleviation for peace and development.
